Paul Bromberg, Director, Spectrum Oso Asia
Paul Bromberg, Director, has been overseeing and conducting investigations in Asia since 1988. During this time, he has worked closely with various government and law enforcement departments. He has undertaken numerous surveys and due diligence investigations for many international gaming and corporate clients.
Bromberg was formerly Director of Research for Kroll Associates in Hong Kong before founding the specialist investigations firm, OVG International Ltd. Most recently, he served as a Director of the Asian operations of a NYSE listed security and investigations firm, which acquired OVG International in June 2000.
Bromberg is a recognized expert on mainland Chinese and South East Asian business affairs. He is often quoted in local media and news publications, and has had numerous articles published in various industry publications. He is also a contributing author to "Casino Industry in Asia Pacific", published by The Haworth Hospitality Press in 2006.
Bromberg has an honors degree in Modern Chinese Studies from the University of Leeds, England. He spent several years conducting research at Fudan University in Shanghai and at Xiamen University in Fujian Province, China. Bromberg has completed the translation of a history of the mainland Chinese taxation system.

William O'Reilly, Chief Executive Officer, Spectrum Oso Asia
William E. O'Reilly, Chief Executive Officer, is an acknowledged expert in the investigation of white collar crime, organized crime and political corruption. He has extensive investigative experience in the United States, Japan, Micronesia and South East Asia.
O'Reilly served 18 years with the Federal Bureau of Investigation, both domestically and overseas. While with the FBI, he participated in the Watergate investigation and the execution of a search warrant at the White House on the late President Nixon. He also previously served with the Los Angeles Police Department for 5 years as a detective and firearms and explosives expert.
He has worked in the private sector since 1988, most recently as CEO of the Asian operations of a NYSE listed security and investigations firm, which acquired OVG International, the investigations firm he founded, in June 2000.
O'Reilly has provided instruction and training to numerous law enforcement agencies and the private sector on a wide range of topics, including anti-terrorism and criminal procedures. He holds a Bachelor of Science degree in Police Science and Administration. He is the author of three works of non-fiction, which were respectively best sellers in South East Asia and Japan.

In 2006 SIGMA began as an in alliance with Spectrum Gaming Group, LLC, to offer instruction that is taught in small group settings by Stockton Faculty and leading industry executives. A certificate in Gaming Management requires a total of 72 hours that includes 32 hours of coursework in the following areas: Gaming Industry- Status and Trends, Gaming Leadership and Management, Data Analysis and Data-Based Decision Making, Financial and Managerial Accounting, plus an additional 40 hours from a menu of topics (e.g., Gaming Technology, Marketing and Promotion, Psychosocial Issues). Intermediate and advanced certification is available with additional coursework.
Certificate Programs are targeted to current gaming/hospitality supervisors, managers, vendors and regulators as well as aspiring leaders from various industries.
SIGMA recently introduced the SIGMA “Gaming Impact Dashboard”. The “Dashboard” will provide key measures on how the Atlantic City gaming industry’s downturn impacts the lives of individuals and families throughout the State of New Jersey.
