Our principals have been involved in the highest level of gaming regulation since 1978, and our team has assisted government agencies around the world.

We helped pioneer the regulatory framework in New Jersey that was developed without the benefit of any precedent, and that framework is still in place and is still being emulated by other jurisdictions. New Jersey remains a worldwide model of regulatory control, and we are proud of our contribution in helping to establish that standard.

Not only is Spectrum prized for its law-enforcement, regulatory and operational experience, but we also have a combined 40 years of experience working in the media and in public relations. We understand the need to maintain public confidence, and have unparalleled experience in helping gaming regulators cultivate and maintain that confidence while remaining true to their regulatory and statutory mandates.

Spectrum was founded in 1993. Our team of gaming professionals has extensive experience in the analysis, planning, development and opening of many casinos worldwide, and in helping to establish regulatory structures, from Atlantic City to Florida to Pennsylvania and Singapore.

Managing Director Fredric E. Gushin worked for many years with New Jersey's Division of Gaming Enforcement where he was promoted to Assistant Director and Assistant Attorney General. During his thirteen-year career with the Division, he oversaw for the State the openings of twelve Atlantic City casino hotels and managed civil and administrative litigation before the New Jersey Casino Control Commission. He has personally argued over fifty cases before the Commission.

Managing Director Michael J. Pollock served as chief spokesperson for the New Jersey Casino Control from 1991 through 1996, a period of rapid deregulation. His charge was to maintain the confidence of the New Jersey Legislature, of Wall Street and of the public in the integrity of gaming in Atlantic City. He also oversaw the Office of Legislative Liasion.

Spectrum is retained by governmental agencies to undertake casino licensing investigations, and due diligence of vendors and key employees. We also undertake due diligence for gaming companies and their compliance committees. Relying on our global network of contacts and valued experience, we also perform country evaluation studies and gather intelligence information for government and private sector clients. Proven leadership

Spectrum’s leadership in gaming regulation dates back to the 1970s, at the dawn of  the modern gaming era. Our team leaders have:

·       Designed, implemented and managed the New Jersey casino employee licensing system whereby employees of all Atlantic City casino hotels were licensed. Developed investigative procedures, streamlined administrative control and managed the system to process over 40,000 applicants.

·       Developed and implemented procedures to assure compliance with all New Jersey rules and regulations in such areas as:

o      Rules of the games
o      Electronic games
o      Control of gaming equipment
o      Prevention of cheating and scams
o      Control of casino credit
o      Currency transaction reporting
o      Accounting and internal controls
o      Alcoholic beverage control
o      Prevention of juvenile gambling

·       Opened, on behalf of the State of New Jersey, 12 Atlantic City casino hotels. This involved establishing working groups starting one year before opening to assure smooth openings and compliance with all State casino rules and regulations. Supervised test night evaluations to assure that casino operators were in conformity with rules and regulations before they received certificates of operation required to open for public gaming.

·       Oversaw the establishment of New Jersey's approach to electronic games control. Upgraded slot machine laboratory facilities for the testing of microprocessor chips, developed inspection programs and initiated verification of certain slot machine jackpots. These compliance programs have generally become the model for slot machine enforcement worldwide.

·       Conducted, managed and prosecuted major cases involving violations of the New Jersey Casino Control Act.

·       Helped lead New Jersey through a period of rapid deregulation in the 1990s, which helped the state become more competitive. Our task was to maintain public confidence in the integrity of gaming regulation during this period.

·       Conducted investigations in Asia for gaming regulatory agencies.

·       Prepared legal memoranda regarding international maritime issues relating to cruise ship casino operations, Federal recognition of Indian Nations, and casino crime.

The following lists some specific engagements that indicate our experience:

  Spectrum was retained by the Pennsylvania Department of Revenue in 2004 to advise on gaming regulatory issues in advance of the Pennsylvania Gaming Control Board being formed. We consulted with State Police as well to develop a framework for regulatory oversight of Pennsylvania's gaming industry.

  Spectrum has been retained since 2003 as Gaming Advisors to the Gaming Division of the Puerto Rico Tourism Company and the Commissioner of Financial Institutions. In that capacity one of our tasks has been to rewrite and update gaming regulations for Puerto Rico’s 18 operating casinos. This was the first major review of the regulations in Puerto Rico in more than 15 years.

  Spectrum was retained by the Atlantic City Convention and Visitors Authority to project the growth of nongaming spending in Atlantic City as a result of legislation to encourage the development of entertainment/retail districts. Spectrum projected the number of hotel rooms and spending levels, and also analyzed the impact of the legislation on the ACCVA’s ability to market to new conventions and meetings.

  Spectrum has been retained by the government of Singapore to conduct due diligence investigations of applicants for the proposed Marina and Sentosa integrated resorts.

  Spectrum assisted government officials in Queensland, Australia, and New South Wales, Australia, in the development of comprehensive systems of casino controls.

  Spectrum supervised, on behalf of the government of Queensland, the opening of the Conrad International Hotel and Jupiter’s Casino.

  Spectrum assisted officials of the Government of Panama in a study of the Panamanian casino industry and its possible privatization. Studied the organizational structure of the Casinos Nacionales, its budget and approaches to casino regulation.

  Spectrum assisted government officials in the Turks and Caicos Islands in the establishment of casino operating controls.

  Spectrum has a longstanding relationship with the City of San Jose, CA. The city has retained us for various litigation-related services, including the valuation of two card rooms in that market, assessing the potential impact of changing hours and other factors. Our valuations – and our findings – were upheld by a trial judge.

  Spectrum completed a detailed economic and financial impact study for Sullivan County, NY government designed to guide the county – at the heart of the Catskills – as it plans to host as many as three casino hotels. The report, now a public document, details impacts in various areas, ranging from education to housing to tourism. This was followed by a similar report for nearby Orange County, NY.

  Spectrum has been working with Broward County officials to assist in undertaking the drafting of regulations for slot machines to be utilized at four parimutuel facilities within that Florida county.

  Spectrum onducted financial, operational and management audits for Indian Gaming Commissions, including a year-long engagement in upgrading and enhancing the performance of an Indian Gaming Commission. Our tasks included intensive classroom and on the job training of Commission staff, development of compliance manuals and budgeting.
